Citizens of visa-exempt countries and territories (those who don't need a visitor visa to enter Canada) must apply for an eTA when flying to or transiting through a Canadian airport. They don't need a visa, but do need an eTA for air travel.
Note: Presence on this list means the passport holder is visa-exempt and must apply for an eTA to fly to Canada. Arriving by land or sea (car, train, bus, boat) generally doesn't require either a visa or eTA for these nationals.

Even if eligible for an eTA, these nationals must still obtain a visitor visa (temporary resident visa) if entering Canada by land, sea, or rail. The eTA is valid for air travel only.

Canadian permanent residents and Canadian citizens cannot apply for an eTA. They can travel with their Canadian passport only.
Entry requirement: No travel authorization is required for entry to Canada.
U.S. citizens and U.S. lawful permanent residents (Green Card holders) are exempt and do not need an eTA for entering Canada by air.
Entry privilege: They can enter Canada without any travel authorization.
