Canada eTA for Indonesian Citizens
Conditional eTA Eligibility for Indonesian Citizens
Indonesian citizens may be eligible to apply for a Canada eTA for air travel under specific circumstances. Citizenship alone does not automatically qualify you. You must meet all three eligibility requirements together. If you do not meet them, you will generally need a Canadian visitor visa instead of an eTA.
All three requirements must be satisfied:
- Requirement 1: You either held a Canadian visitor visa within the past 10 years OR you currently hold a valid U.S. non-immigrant visa.
- Requirement 2: You are coming to Canada for a temporary stay, normally up to six months.
- Requirement 3: You are flying to Canada or transiting through a Canadian airport using a valid Indonesian passport.

How the Three-Condition Framework Works
Most Indonesian passport holders need a Canadian visitor visa before travelling to Canada. A narrower route exists for travellers who already hold, or have previously held, a qualifying Canadian or U.S. visa and who are travelling by air. Under that route, an Indonesian citizen may apply for an Electronic Travel Authorization instead of a visitor visa. This guide explains who that route is intended for, what each condition means in practice, and how to prepare an accurate application.
The key point is that the three conditions are cumulative. They are not alternatives to one another. Condition 1 has two possible ways of being satisfied, but once you have satisfied it you still need to meet Condition 2 and Condition 3. A traveller who has held a Canadian visitor visa in the past but plans to arrive by road, for example, does not qualify for an eTA, because the third condition is not met. A traveller who holds a valid U.S. non-immigrant visa but intends to relocate to Canada does not qualify either, because the second condition is not met.
Reading the conditions as a checklist is the safest approach. Work through them in order, answer each one honestly, and only continue to the application if every answer is yes. If any answer is no, the appropriate route is generally a Canadian visitor visa rather than an eTA, and an eTA application would not be the correct step.
Why a conditional pathway exists
Visa-exempt travellers apply for an eTA because they do not need a visa. Indonesian citizens are in a different position, since a visitor visa is the usual requirement. The conditional pathway recognises that some Indonesian travellers have already been assessed in the past, either by Canada through an earlier visitor visa or by the United States through a currently valid non-immigrant visa. For those travellers, an electronic authorization linked to the passport can take the place of a new visa application for an air trip.
Because the pathway is conditional, the application form asks questions that confirm which basis you are relying on. Answering those questions accurately matters. An application built on an assumption that does not match your documents can be refused, and the time spent on it would have been better used preparing the visa application you actually needed.
Condition 1: Canadian Visa History or a Valid U.S. Non-Immigrant Visa
The first condition can be met in one of two ways. You need only one of them, but you need at least one. The two bases are described separately below so you can identify which of them applies to you.
A Canadian visitor visa held within the past 10 years
If you held a Canadian visitor visa at any point during the last ten years, you may satisfy this part of the condition. The visa does not need to be valid today. A visa that expired several years ago can still count, as long as it was issued to you and falls within the ten-year look-back window.
The ten years are measured backwards from the day you apply. A visa that was issued more than ten years before your application date falls outside the window. Look at the issue date printed on the visa label or recorded in the passport it was placed in, because the issue date is the detail that matters for this test.
If the passport that carried the visa has since been replaced, you may still be able to rely on the earlier visa. Keep the old passport if you have it. It is the most direct proof of the visa and its dates, and the application may ask you to provide visa details.
A valid U.S. non-immigrant visa on the day you apply
The alternative basis is a U.S. non-immigrant visa that is valid on the day you submit your eTA application. The word non-immigrant is important. It describes a temporary-stay visa issued by the United States, not a permanent residence document.
Timing works in a specific way. The U.S. visa must be valid when you submit the application. It does not have to still be valid on the later day when you fly to Canada. That means a traveller whose U.S. visa is valid at submission can be eligible even if the visa expires before the trip, provided the other two conditions are met.
Check the expiry date printed on the visa itself, not the date of your last entry to the United States or the end of any stay that was authorised on arrival. Those are different documents and different dates. The visa expiry date is the one relevant to your eTA application.
What does not satisfy Condition 1
- A U.S. Green Card. Lawful permanent resident status in the United States is a separate pathway and is not a non-immigrant visa. It does not satisfy this condition. People who hold it have their own rules, described later in this guide.
- A U.S. visa that has already expired on the day you apply. An expired U.S. visa does not meet the application-day rule, even if you held it recently.
- A visa issued by another country. Only a Canadian visitor visa from the past ten years or a currently valid U.S. non-immigrant visa counts for this condition.
- An application for a Canadian visa that was refused. A refused application does not mean a visa was held, so it does not provide a basis under this condition.
Condition 2: A Temporary Stay in Canada
The second condition concerns the purpose and length of the trip. The eTA pathway is for visitors, and the expected pattern is a temporary stay of normally up to six months. Typical purposes include tourism, visiting relatives or friends, attending a short business meeting or conference, and passing through Canada on the way to another country.
Plans that involve living in Canada, studying for an extended programme, or taking up employment are different matters. Those activities generally require their own permits and a different application, and an eTA is not a substitute for them. If you are still deciding whether your trip counts as temporary, think about whether you intend to return to Indonesia at the end of it. Visitors are expected to leave Canada by the end of their authorised stay.
The six-month figure describes what is normal, not what is promised. A border services officer decides the authorised stay when you arrive, and that period can be shorter than six months. Plan your itinerary around the dates you actually need, and keep supporting information about your plans, such as a return or onward booking, in an accessible place.
Condition 3: Flying or Transiting Through a Canadian Airport
The third condition is about how you travel. The conditional eTA is available for air travel to Canada and for transit through a Canadian airport, and you must travel with a valid Indonesian passport. The passport you use must be the same one linked to your eTA.
Transit deserves a closer look. If your route has a connection at a Canadian airport, even one where you never leave the secure area, the connection counts as travel through Canada. Review the full itinerary rather than only the first and last cities. A booking that changes planes in Canada on the way to a third country may require the same authorization as a trip that ends in Canada.
Arriving by car, bus, train, boat, ferry or cruise ship
The eTA pathway does not extend to arrival by land or sea. If you plan to enter Canada by car, bus, train, boat, ferry or cruise ship, an Indonesian citizen generally needs the appropriate Canadian visitor visa instead of an eTA. This applies even when Conditions 1 and 2 are fully met, because Condition 3 would not be.
This point is easy to miss for travellers who start in the United States and cross the border on the ground. A valid U.S. visa may feel like it makes the trip simpler, but it does not turn a land crossing into an eTA trip. Decide on your route first, then confirm which document it requires.
If You Already Hold a Valid Canadian Visitor Visa
A currently valid Canadian visitor visa changes the picture. If you hold one, you do not need an eTA for that trip. The valid visa already allows you to travel, and you can use it until it expires, subject to the normal entry requirements that apply to every traveller.
Do not apply for an eTA in place of a valid visa. An eTA is not an upgrade, and it does not extend or replace the visa. If your visa will expire before you travel, or has already expired, the situation is different: the expired visa then becomes the history that Condition 1 can rely on, and you can consider the eTA route if the other conditions are met and you are travelling by air.
Keep a clear distinction in your planning between a visa that is valid now and a visa that was valid at some point in the past. The first means no eTA is needed. The second may help you qualify for one.
Travellers Whose Status Follows Different Rules
Some travellers reading this guide hold a status that changes the analysis. The conditional framework above is written for Indonesian citizens who rely on a Canadian visa history or a U.S. non-immigrant visa. It is not the right framework for the groups below.
U.S. lawful permanent residents
U.S. lawful permanent residents are exempt from the Canadian eTA requirement. They do not need an eTA to fly to Canada, and they do not need a Canadian visitor visa under the conditional framework described here. They travel with a valid passport or equivalent travel document and valid proof of their U.S. permanent resident status, such as a valid Green Card or equivalent acceptable proof.
This exemption is a separate pathway. It does not make a Green Card a non-immigrant visa, and it does not satisfy Condition 1 for anyone applying under the conditional route. The two situations should not be mixed together.
Canadian citizens, dual citizens and permanent residents
Canadian citizens, including dual citizens, do not apply for an eTA. They generally need to travel with a valid Canadian passport. Canadian permanent residents also do not need an eTA, and they should carry a valid permanent resident card or permanent resident travel document with their passport.
U.S. citizens
U.S. citizens are exempt from the eTA requirement and travel with the identification appropriate to their citizenship, normally a valid U.S. passport.
Information and Documents to Prepare
Gathering information before you begin makes the application easier to complete accurately. The form is entered online and is completed in one sitting more comfortably when everything is on the table.
- Your valid Indonesian passport, because the application reads details directly from it and the eTA will be linked to that passport.
- The visa you rely on for Condition 1: either the old passport or records showing the Canadian visitor visa and its dates, or the valid U.S. non-immigrant visa and its expiry date.
- A working email address that you check regularly, since notices about the application are delivered there.
- A credit or debit card for the payment step of the application.
- Basic details about your trip, such as your intended arrival and the purpose of the visit.
- Answers to the personal and background questions, which should match your passport and your own history exactly.
Take the passport number, name, date of birth and expiry date from the passport itself rather than from memory or from an older form. A single transposed digit in the passport number is a common cause of problems, because the authorization is connected to that number.
Your Passport and the eTA
An eTA is linked electronically to the passport used in the application. There is no paper label or stamp. The airline and the border services officer check the passport you present against the record, so the passport you travel on should be the same passport that was used for the application.
A new passport generally requires a new eTA. If you renew or replace your passport after your eTA has been approved, the earlier authorization is tied to a passport you no longer travel on. Apply for a new eTA that uses the new passport details before you travel. If your earlier Canadian visa is still sitting in your old passport and Condition 1 depends on it, keep the old passport safe because it records the visa you are relying on.
Check the passport expiry date before you apply. An eTA cannot outlast the passport it is linked to, so a passport with limited remaining validity will limit how long the eTA can last.
Preparing an Accurate Application
Most avoidable problems come from small inaccuracies rather than from large misunderstandings. A methodical review before submission is the most reliable protection.
Common mistakes to avoid
- Relying on a U.S. Green Card as though it were a non-immigrant visa. They are different documents with different rules.
- Counting a Canadian visa that was issued more than ten years ago.
- Applying with a U.S. visa that expired before the application date.
- Entering a passport number or date of birth that differs from the passport.
- Planning a land or sea arrival while holding only an eTA.
- Applying for an eTA while holding a currently valid Canadian visitor visa that already covers the trip.
- Treating an approved eTA as a guarantee of entry.
A review before you submit
Read every field aloud against the passport. Confirm that the visa basis you selected matches the document you actually hold. Check that the email address is correct and that your inbox accepts messages from unfamiliar senders. If you are applying for several family members, complete a separate application for each person and keep each passport open while you enter its details.
After You Submit Your Application
Once the application is submitted and the payment step is completed, you will receive notices by email. Processing times can vary, and some applications may require additional review. For that reason, it is sensible to apply before you commit to arrangements that are difficult to change, instead of waiting until the final stage of trip planning.
If you are asked for more information, respond completely and consistently with the details already provided. If an application is refused, read the notice carefully. A refusal does not always mean you can never qualify, but it does mean you should understand the reason before you try again. Where an eTA is not available to you, the Canadian visitor visa remains the appropriate alternative.
When the authorization is approved, save a copy of the confirmation with your travel papers. You do not need to print a separate document to show at the airport, but you will want the confirmation details available if a question arises about the application.
Validity, Length of Stay and Admission
An approved eTA may be valid for up to five years or until the linked passport expires, whichever comes first. The five years is a maximum, not a guarantee, and the dates shown on your approval are the ones that apply. While the authorization remains valid, it can be used for multiple trips by air, provided each trip meets the conditions and each stay is temporary.
Validity of the eTA and length of stay are separate ideas. A visitor is normally permitted to stay for up to six months, but the actual authorised stay is determined at entry by a border services officer. The officer may authorise a shorter period, and you are expected to leave Canada by the end date given to you.
Finally, an approved eTA does not guarantee admission to Canada. It allows you to board a flight. On arrival, the officer will decide whether to admit you, and may ask about the purpose of your trip, where you will stay, how you will support yourself, and your plans to depart. Answer clearly and truthfully, and carry the passport that is linked to your eTA.
Planning Your Trip to Canada
With the eTA in place, the remaining preparation is ordinary travel planning. Confirm that the name on your airline booking matches the passport exactly. Check the full route of every flight, including connections. Keep your passport, the confirmation of your eTA, and the supporting visa documents together in your hand luggage.
If you are arriving from or connecting through the United States, remember that your U.S. visa is a separate document with its own rules. It supports your eTA eligibility at the time of application, but it does not replace the authorization for Canada, and it does not change the requirement for a visitor visa if you decide to enter by land.
Consider carrying evidence of your plans, such as accommodation details, an itinerary, and proof of onward or return travel. None of these documents is a formal requirement of the eTA itself, but they can help you answer questions calmly at the border.
Frequently Asked Questions
How does the conditional eTA work for Indonesian citizens?▼
An Indonesian citizen may qualify for an eTA instead of a visitor visa only when all three conditions are met together. First, you either held a Canadian visitor visa within the past 10 years or you currently hold a valid U.S. non-immigrant visa. Second, you are coming to Canada for a temporary stay, normally up to six months. Third, you are flying to Canada or transiting through a Canadian airport using a valid Indonesian passport. Meeting only one or two of the conditions is not sufficient. If any condition is not met, you generally need a Canadian visitor visa instead.
Does a Canadian visitor visa from several years ago count?▼
It can. The visa does not need to be valid today. What matters is that you held a Canadian visitor visa at some point within the past 10 years, measured back from the day you apply. A visa issued more than 10 years before your application date does not count under Condition 1. Even with a qualifying past visa, you must still meet the temporary-stay condition and the air-travel condition, because all three conditions apply together.
What if I currently hold a valid Canadian visitor visa?▼
If your Canadian visitor visa is valid, you do not need an eTA for that trip. You can travel using the valid visa until it expires, subject to the normal entry requirements. Do not apply for an eTA to replace a valid visa. If the visa expires before you travel, it becomes part of your visa history, and you may then consider the eTA route if you meet the other two conditions and are travelling by air.
When must my U.S. non-immigrant visa be valid?▼
The U.S. non-immigrant visa must be valid on the day you submit your eTA application. It does not have to remain valid on the later day you travel to Canada. A U.S. Green Card is not a non-immigrant visa, and U.S. lawful permanent residents follow a separate pathway: they are exempt from the eTA requirement and travel with a valid passport and valid proof of their permanent resident status. Even with a qualifying U.S. visa, you must still meet the temporary-stay and air-travel conditions.
Can I use the eTA if I travel by land or sea?▼
No. The conditional eTA applies to air travel and to transit through a Canadian airport. If you plan to arrive by car, bus, train, boat, ferry or cruise ship, an Indonesian citizen generally needs the appropriate Canadian visitor visa rather than an eTA, even when the other conditions are met. This rule does not apply to U.S. lawful permanent residents, who have a separate exemption.
What happens to my eTA if I get a new passport?▼
Your eTA is electronically linked to the passport used in the application, and you should travel on that same passport. A new passport generally requires a new eTA. Apply for the new authorization with your new passport details before you travel, and keep the old passport if it contains the Canadian visa that Condition 1 depends on.
How long is an eTA valid and how long can I stay?▼
An approved eTA may be valid for up to five years or until the linked passport expires, whichever comes first, so the five years is a maximum and not a promise. A visitor is normally permitted to stay for up to six months, but the actual authorised stay is determined at entry by a border services officer and may be shorter. The eTA does not set your length of stay and you should be ready to leave by the date you are given.
Does an approved eTA guarantee that I will be admitted to Canada?▼
No. An approved eTA allows you to board a flight to Canada, but it does not guarantee admission. A border services officer decides on arrival whether to admit you, and may ask about the purpose of your visit, your plans and your arrangements to leave. The officer's decision at entry also determines the length of your authorised stay.
